He argued the case for a vigorous competition policy and outlined what he saw as its main ingredients. The respondent, Christopher Bright from Clifford Chance LLP, developed the discussion further and set it in a European context. Topics discussed included the relationship between competition and regulation, the need for clarity and transparency, attitudes to risk, and the problems of achieving cultural change.
