Report of a conference on 15th April 1999, with a foreword by Rt. Hon. Gordon Brown MP. Deborah Mattinson presented the results of research into current understandings of ‘Britishness’, showing a multi-layered sense of national identity. Against that background, Michael Wills argued the case for constitutional reform.
