Transcript of a series of seminars looking at the Government’s two broad aims of fairness and enterprise. These two aims may not always fit harmoniously together and conflict can arise at both the level of general principle and in specific policy contexts such as employment regulation, company law, the level and incidence of taxation and the provision of public services. The first seminar provided an overview of the territory and of the broad dilemmas within it. The following three seminars dealt, in turn, with the specifics of fairness: for individuals, for corporations, and in the regulatory and taxation system.
