This new report presents the findings from a survey of 50 local authority housing directors on the funding of council housing under the new self-financing Housing Revenue Account (HRA). One year on from when the HRA was introduced the report and survey capture a range of views on the future of council housing, including whether the reforms have lived up to expectations. Were councils satisfied with the changes; what progress has been made; and what new threats and opportunities have emerged? In particular, the survey highlights the prospects for investing in new council homes.
HRA reform gained cross-party support and widespread backing from the local government and the wider housing world. In a climate of funding cuts and other pressures on affordable housing, HRA is a ‘good news’ story’.
